A government solicitation first set the project budget at $10 million and then later raised it to $20 million. The bidder who would have won under the first price limit then lost out under the revised one---and protested to no avail.

On January 12, 2018, the Department of Veterans Affairs (VA) issued an invitation for bids (IFB) for the construction of a parking garage at the VA Ann Arbor Healthcare system in Michigan. The IFB requested prices for both a base item and a deductive alternate item.
