Denied: Bid Solicitation

Matter of: ALOPS, 2011 Comp. Gen. B-404919 (June 21, 2011)

A bidder claimed its bid was rejected improperly for failing to meet post-award performance requirements.

ALOPS protested the award made by the Department of the Army for the construction of concrete residences at Bagram Air Field, Afghanistan. ALOPS challenged the agency's rejection of its bid as technically unacceptable, but the bid was lacking exactly what the solicitation asked for.

The solicitation included a Statement of Work (SOW) and asked bidders to address how they planned to meet the SOW's requirements via a detailed, "descriptive writ [...]
