Once again, here's a reminder that seeking clarification is your best bet to a successful bid, since what you might consider a safe assumption based on common industry practice can still come back to bite you.

Andritz Hydro Copr. (Andritz) protested the evaluation of its bid for a U.S. Army Corps of Engineers (Corps) project at the Fort Randall Dam Power Plant in South Dakota. According to the Corps, Andritz received a marginal rating on its experience/personnel/scheduling factor due to lack of experienced personnel and a risky proposed schedule for replacement [...]
