A public housing agency can't waive a contractor's rights under state and local law just because the agency gets its funding from federal stimulus grants.

Hamp's Construction LLC (Hamp) was the lowest priced bidder on a Housing Authority of New Orleans (HANO) remediation and demolition project, but HANO rejected the bid as non-responsible due to Hamp's alleged "record of improper business practices and history of noncompliance with public policy."
