A contractor lost out on a contract because it lacked recent and relevant construction experience -- or at least its bid failed to prove otherwise.

The Department of the Army, Corps of Engineers' (Corps) solicited bids for a project involving replacement of a pier; installation of drainage and piping; and construction of a concrete foundation, bulkhead and seawall.
