Matter of: Hardiman Remediation Services, Inc., 2010 U.S. Comp. Gen. B-402838 Lexis 173 (Aug. 16, 2010)

A demolition contractor goofed by submitting a bid that described generic work rather than a site-specific plan. The Department of the Army, Corps of Engineers (Corps) in Huntsville, Alabama eliminated from competition the bid submitted by Hardiman Remediation Services, Inc. (Hardiman) to complete commercial demolition services under one of several fixed-price task order contracts. Hardiman protested, claiming the Corps unreasonably rated its bid unacceptable under the technical/management approach factor.
