Matter of: K & S Associates, Inc., 2010 U.S. Comp. Gen. B-402604 (June 14, 2010)

The government selected a higher-priced bidder based on its highly relevant past performance and experience -- criteria that the lower-priced protestor couldn't match. K & S Associates, Inc. (K&S) bid on a Department of the Army, Corps of Engineers (Corps) project to construct a digital training facility in at Fort Leonard Wood, Missouri. Although K&S's bid price was lower, the Corps awarded the contract to the fifth-lowest bidder, S. M. Wilson & Co. (Wilson), based on its "excellent" overall technical rating.
