A genuine disagreement over the amount of work a contractor had performed didn't relieve the government from paying on time. M.T.D. Environmental, LLP (MTD) sued the City of Midland, Texas for contract breach after a dispute arose between the parties over the amount of work MTD actually performed on a City project to grind and haul waste materials to the city landfill.
