The E--SIGN Act doesn?t require the government to accept electronic signatures as originals. Nor does FAR oblige the government to accept e--signatures without requiring supplemental hard copies. See FAR 4.502(a).

When Excel Building & Development Corporation (Excel) bid on a campground construction project for the U.S. Forest Service, Department of Agriculture, it submitted a bid bond that contained a copy of the surety?s signature and seal. [...]
