Contractor Failed To Establish "Equal" Product Plans And Specifications; Shop Drawings

The General Services Administration Board of Contract Appeals has ruled that a contractor failed to show that its proposed "equal" product possessed the characteristics of the specified brand. The government had no obligation to contact the contractor's supplier or to mark up the contractor's shop drawings.
