Concurrent Delay Subsumed By Contract Modification Delay-compensable; Release

The Armed Services Board of Contract Appeals has ruled that a bilateral contract modification for a no-cost extension of time due to late delivery of construction documents subsumed another government-caused delay which was concurrent. But the contractor was allowed to pursue a third claim for delay which was not clearly concurrent.
