In a dispute over who would produce ocean buoys for the United States Coast Guard, the comptroller general (CG) upheld the agency's award to a company based on the offeror's technical experience. The CG dismissed a challenge by a competing offeror with less experience who would have supplied the buoys at a lower price.

In September 2006, the U.S. Coast Guard issued a request for proposals (RFP) for steel ocean buoys to be used as navigational aids.
