Sub's Price Quotation Expired Bids; Subcontractors

A federal court has ruled that a subcontractor's pre-bid price quotation expired when it was not accepted promptly after contract award.

The Ray Bell Construction Co., Inc. was preparing to bid on a contract for construction of a correctional facility in Elliot County, Kentucky. Bell requested a price quotation from Rotondo Weirich Enterprises, Inc. (RWE) for construction and installation of pre-cast concrete prison cells. RWE in turn requested a price quotation from Rock City Mechanical, Inc. for the HVAC work inside the cells. Rock City quoted a price of $165,000.
