Subcontracting Affected Responsibility Bids-responsibility; Subcontractors

The Comptroller General has ruled that while complete reliance on a subcontractor could affect an offeror's responsibility, it did not preclude the technical acceptability of the proposal.

The Department of Housing and Urban Development issued a request for proposals for lead evaluation services in properties owned by HUD. The contract was to be awarded to the low price, technically acceptable offeror.
