Board Grapples With "Designed Quantities" Unit Prices

The Department of Agriculture Board of Contract Appeals has grappled with a unit-price contract based upon "designed quantities."

The U.S. Forest Service awarded a contract to Flathead Contractors, LLC to reconstruct 7.23 miles of road in the Umatilla National Forest in Washington. The contract, which contained schedules of unit-priced items, also included a clause entitled "Methods of Measurement."
