Payment Scheme Cannot Negate Site Conditions Clause Differing Site Conditions-subsurface

The Armed Services Board of Contract Appeals has ruled that the government's interpretation of a rock excavation payment provision could not stand if it abrogated the standard Differing Site Conditions clause.
