Promise For Change Order Unenforceable Changes-directed; Bids

An Alabama court has ruled that the competitive bidding statutes precluded a contractor's recovery for a change order allegedly promised prior to contract execution.
The Board of School Commissioners of Mobile County solicited bids for construction of a new school building. Coastal Builders, Inc. submitted the low bid. The Board announced its intention to award the contract to Coastal.
