Bid Approval Rescinded Due To Omitted Clauses Bids-solicitations

A California court has ruled that a school district's omission of mandatory contract clauses justified, and in fact mandated, rescission of approval of a low, responsive bid.

The Modoc Joint Unified School District issued an invitation for bids for construction of a science wing addition to an existing high school building. David Hallman Construction submitted the low bid. The District approved Hallman as the lowest responsible bidder.
