Contractor Mishandled Hybrid Specifications Plans And Specifications

The Armed Services Board of Contract Appeals has rejected a claim for defective government specifications. The Board said the contractor mishandled the hybrid performance and design specifications.

Te Naval Facilities Engineering Command awarded a contract to Collazo Contractors, Inc. to clean and repair existing water lines at the Naval Inventory Control Point in Mechanicsburg, Pennsylvania. The contract required Collazo to construct a temporary bypass piping system in order to maintain water flow for, among other things, fire protection.
