Handling Of Stockpiled Materials Was Not Extra Work Changes-constructive

The Armed Services Board of Contract Appeals has ruled that a contractor's handling of stockpiled materials, on and off the site, did not constitute a constructive change in the contract or extra work.

The New Jersey Air National Guard awarded a fixed-price contract to G & C Enterprises, Inc. for construction of an aircraft parking apron and jet fuel storage facility at McGuire Air Force Base.
