Defective Final Decision Did Not Trigger Appeal Period Claims Administration

The Department of Veterans Affairs Board of Contract Appeals has ruled that a contracting officer's final decision was defective and did not trigger the appeal period. The final decision advised the contractor of its appeal rights but failed to state the 90-day limitation period.
