Board Addresses 9-11 Base Closure Delay-compensable; Site Access

The Armed Services Board of Contract Appeals has ruled that denial of site access following the September 11 terrorist attacks would be compensable unless the base closure was "public and general" in nature.

The Army Corps of Engineers awarded a contract to Conner Brothers Construction Co., Inc. to build a headquarters facility for the 75th Ranger Regimental Compound at Fort Benning, Georgia.
