Improper Protest Renders Bid Nonresponsive Bids-protests; Bids-responsiveness

The Idaho Supreme Court has ruled that a bidder chose the wrong method for protesting an impermissible proprietary specification, rendering a low bid nonresponsive.

The State of Idaho, Department of Administration issued an invitation for bids for replacement of the artificial turf at the football stadium at Boise State University. The solicitation named "Fieldturf"and "Astroturf"as the only two approved products, so those companies were the only bidders.
