No Proof Of Pre-bid Reliance Required Plans And Specifications; Changes-constructive

The Armed Services Board of Contract Appeals has rejected the government's contention that "typical wall details"applied to some walls but not others. And because the contract was unambiguous, the contractor was not required to prove pre-bid reliance on its interpretation of the drawings.
