Board Rejects "Total Cost" For Idle Equipment Suspension Of Work; Damages

The Armed Services Board of Contract Appeals has ruled that a contractor could not use the "total cost" method to quantify an idle equipment claim because the contractor had contributed to the problem through its own inefficient management of the equipment.
