Paralegal Fees Allowed Only At Actual Cost Attorney Fees

The Postal Service Board of Contract Appeals has reiterated its position that when paralegal fees are recovered under the Equal Access to Justice Act (EAJA), they are allowed only at the actual cost to the attorney, not the attorney's hourly billing rate to the contractor.
