Contractor Not Harmed By Defective Final Decision Claims Administration

The Armed Services Board of Contract Appeals has ruled that while a contracting officer's final decision was defective, there was no detrimental reliance by the contractor. Failure to appeal the decision within 90 days left the contractor without recourse with the Board.
