Bid Bond Did Not Validate Unsigned Bid Bids-responsiveness; Bonds-bid

A Pennsylvania court has ruled that an unsigned bid was not a valid, binding bid. A signed bid bond did not cure the defect.

The Pennsylvania Department of General Services issued an invitation for bids for the general construction work on a new chemistry building on the Pennsylvania State University campus in State College. The only two bids were submitted by Alexander Constructors, Inc. and Leonard S. Fiore, Inc.
