Union "Fact Book" Led To Bidder Nonresponsibility Bids-responsibility

An Ohio court has ruled that a school board did not improperly rely on a "fact book" furnished by a trade union when rejecting a low bidder as nonresponsible.

The Warrensville Heights Board of Education solicited bids for various trade contracts for renovations to a high school building. Steingass Mechanical Contracting, Inc. submitted the low bids on the plumbing and fire protection contracts. A local plumbers' union then provided the Board members with a "fact book" detailing a history of alleged performance problems on other contracts that had been awarded to Steingass.
