Owner Obligated To Designate Liaison Coordination

A federal court has ruled that a public project owner's failure to provide a full-time, designated liaison was a material breach of contract.

The Village of DeForest, Illinois, formed a Tax Incremental Financing District for the purpose of redeveloping the downtown area. The Redevelopment Authority entered into an agreement with Designer Direct, Inc. (DDI) to develop the area. DDI was to purchase the land and then construct and sell buildings.
