City Allowed To "Correct" Blank Line Item Bids-responsiveness

The South Dakota Supreme Court has ruled that a municipality could "correct"a bid by entering a zero on a blank line and then accept the bid without allowing an impermissible change.

The City of Beresford solicited bids for construction of utilities and other improvements at an industrial site. The bid form contained 31 line items, each requiring either a lump sum or unit price bid. The solicitation required bidders to price each line item and prohibited any qualified or conditional bids.
